Luxray and Eelektross also have similar issues but both can run mixed or special sets where as Electrivire has to run a pure physical set, which isn bad considering it has Earthquake, Cross Chop and Ice Punch. If anything, the Electric type needs more physical moves to run outside of Wild Charge, Spark and Thunder Punch.
